Since you're using SELinux, you must use a SELinux profile. Posix ACL is not supported with SELinux, and is masked in the that profile. USE=selinux is supposed to be masked in the hardened profile, and that will be fixed. If you want to use pie-ssp and selinux, you can point your /etc/make.profile to /usr/portage/profiles/selinux/2004.1/x86/hardened
