Can I get you to try my testing script that I reproduced it with? It runs with bare chroots, no systemd at all. dotest.sh: https://paste.matoro.tk/4i8nm30 functions.sh: https://paste.matoro.tk/bbb2euv Put those in top-level directory. Create subdirectory named $(hostname -s) and run from there. To run: ARCH=arm ../dotest.sh 916239 armv7a_hardfp-openrc Also assumes your tree is at ~/gentoo, might have to edit that part if not. You can also use NFS_WORKAROUND=1 do have it use a self-contained ext4 .img, rather than directly untarring to filesystem.

I can reproduce the failure on jiji. I filed https://github.com/eclipse/mosquitto/issues/2958 upstream. The tests are not a regression from previous versions, so feel free to stabilize. Alternatively, feel free to drop stable keywords on arm.
