Preinstalled /etc/genkernel.conf contains:

# Install to $BOOTDIR
#INSTALL="yes"

That comment is misleading because INSTALL variable also determines whether modules, which are installed into KERNEL_MODULES_PREFIX not BOOTDIR, will be installed or not.

Comment is misleading user that it only affects installation of objects that are installed into BOOTDIR.

Expected Results:  
It should be clear in what INSTALL variable affects
