There is a bug in current (gentoo) version 4.2.2 (and next) which causes an error when setting SSL options. I think this has been introduced by behaviour changes in libcurl / openssl.

This has been fixed in version 4.2.4 of pecl_http, which has been released on pecl.php.net

I have bumped to 4.2.4 on local overlay and fixed issue.

The PHP project has been empty since May 2023, and this is masked along with php:8.1 (the last version that it worked with) for eventual removal. If you want to keep it alive, your best bet is to use the GURU overlay.
