I have done an emerge sync and after I tried to make an emerge -uDv world. This problem has nothing to do with Bugzilla. Use New ==> Gentoo Linux ==> Ebuilds next time.
Try compiling perl with appropriate flags first. -j3 only makes sense if you are using distcc or on a multi-processor machine. I also think you will end up with screwey results with an arch flag of pentium3 on a celeron i686. I could of course be wrong - I'm no expert on gcc settings by any stretch, but your errors are relevant to compilation problems, and that's where I would start looking.
