As per https://git.gnupg.org/cgi-bin/gitweb.cgi?p=libgpg-error.git;a=blob;f=README;h=e0b9f16445a96942af0839bcdb9a0b0f8cf31380;hb=HEAD the license of libgpg-error is LGPL-2.1+

The GPL-2 may not relevant here, as the output of the awk-scripts do not "constitute a work based on the Program". If the awk-scripts are found to be relevant, they would be GPL-2+ with some custom exception and not "GPL-2". I could not find anything else why "GPL-2" is listed.
