The version of hs-plugins in Portage (0.9.8) does not work with GHC 6.4, and thusly should report a block when a user attempts to emerge both.  Even worse, the emerge appears to complete, but doesn't actually install anything.

Steps to Reproduce:
Run the command "emerge ">=ghc-6.4" && emerge hs-plugins".
