Stubgen is a stub generator for C/C++ headers.

It is a very useful tool :).

* Fix keywords please
* Why no emake?
* What the heck is src_uninstall?
* You can kill the src_unpack
* Use dobin during src_install

But anyway, since we don't have the standard header required by policy, we can't add this. Sorry. Please reopen if you're prepared to use the standard header and licence.
