unzipped the live distribution file contains subdirectories such as liveMedia, BasicUsageEnvironment, etc.  These in turn contain include directories with headers.  These subdirectories and headers are not installed on the system by emerging live.

My mistake.  It does install them.  I just had to enter a new shell for other build scripts to see them.  No bug here.
