2023.1 has screen flickering issues that can be very annoying

2023.1.1 fixes these

2023.1.1 has appeared in the tree on May 4. Accorging to the rules, it cannot be stabilized before June 4. OK, let's wait and then stabilize 2023.1.1.

No, you can stable it sooner if there's only minor changes over the previous version, or if it's better than stable is right now. It's a guideline.

If 2023 was otherwise suitable but .1 has some important fixes on top, just do that.

I should mention that clion-2023.1 has the same issue.
2023.1.2 has it fixed.
