net-misc/ntp has been poorly maintained upstream for several years, and is slated for removal as a result of bug 904337.

Please switch to an alternate NTP package on Gentoo release media.

net-misc/chrony

Has this change already been made?

It seems like net-misc/ntp is not installed in the latest minimal install image anymore. However the handbook nor this bug has been updated to reflect that.

Seems like chrony is now the default from looking at the available commands.
