Issue: dev-libs/polyseed-1.0.0 installs '.a' files without static-libs USE.

Adam, I investigated after you requested help in #gentoo-guru on IRC.

The static library is not compiled in the "compile" phase. It happens in the "install" phase.

Looking at the CMakeLists.txt, we can see that the install target unconditionally depends on polyseed_static, so AFAIK you'll have to patch it.
