I've included the ebuild and the two patches listed on the site.

I needed it to install EDA software (namely Avant!'s Star-Hspice). Most people
shouldn't need this package, but it would be nice to have to encourage Gentoo's
adoption in EDA compute-farms.

Whoops - I forgot to mention that this should probably go in the dev-tcltk
tree.

Fixed. Available for testing as dev-tcltk/tix-8.2.0
