As stated in the title, www-client/firefox with USE="system-libevent" requires "threads" USE enabled on dev-libs/libevent but there're no such IUSE in any of libevent ebuilds.
Therefore, build fails with the following message:

emerge: there are no ebuilds built with USE flags to satisfy ">=dev-libs/libevent-2.0:0/2.1-7=[threads]".
!!! One of the following packages is required to complete your request:
- dev-libs/libevent-2.1.12-r1::gentoo (Missing IUSE: threads)
(dependency required by "www-client/firefox-106.0.4::gentoo" [installed])

That version isn't in tree anymore. The ones in tree have "threads(+)" to handle this.
