It was very hard to understand this bug report, but I think the reporter is saying that app-portage/emake from the darkelf repository is no longer fetchable, or the homepage is bad?
No my homepage is working alright, you just need to use the proper http protocol and not https: http://homepages.uni-paderborn.de/neuron/gentoo/darkelf/
