Updated to the newly stable gento-sources-6.1.12 (from 5.15.59) and my mouse wheel started to scroll a long way (like a page instead of a few lines) for each "click". The mouse is a Logitech Performance MX connected using a USB unifying receiver. I tried using xinput to change properties related to wheel scrolling but nothing made any difference. I checked with xev and each scroll "click" generated something about 10 "button 5" events. I found this kernel bug report: https://bugzilla.kernel.org/show_bug.cgi?id=216885 which looks like the problem I'm having. It points to this patch as the cause of the problem: https://lore.kernel.org/linux-input/20220914132146.6435-1-hadess@hadess.net/T/#u I rebooted to my old kernel (5.15.59) again and the scrolling works, so it must be the kernel version. I checked the kernel source code and the patch from https://bugzilla.kernel.org/show_bug.cgi?id=216885#c41 (which apparently should fix the issue) is included in gentoo-sources-6.1.12. But it doesn't fix the issue for me, so maybe the problem is not exactly the same. For now I will go back to my old kernel. I can test other kernel versions and patches later if you have any ideas of what to test.
I couldn't resist experimenting some more to try to resolve the problem. I tested to remove the battery from the mouse and inserting it again, and the problem disappeared! Before that I had tried turning it off/on and unplugging the dongle, with no success. I can now reboot, turn the mouse on/off and unplug the dongle without getting the issue again. So I can no longer reproduce it. So there appears that there is some weird interaction with some persistent setting in the mouse firmware and the kernel version. Something similar also seems to have happened to some in the comments on the kernel bug. So for me this is resolved, at least for the moment. I'll get back if I have the problem again.
