I looked into the issue on my system:

/var/tmp/portage is on TMPFS of a vanilla kernel. It doesn't support xattrs. That's probably why the tests fail.

It only happens with -r1, because plain 0.8 (and earlier?) was not running the tests.

Please ensure that PORTAGE_TMPDIR has xattr support enabled.
