I was emerging nagios for the first time and it died complaining that user/group nagios:nagios doesn't exist.

Manually adding them with "useradd nagios", "groupadd nagios" fixed the problem and the emerge completed without further problems.

Fixed in cvs. Thanks for patch!
Since this is in package.mask anyway, I am only adding the fix to this specific
version.
