This issue has been corrected. The rsyncd was restarted and didn't come up properly. Unfortunately there were no monitoring processes running to restart and/or notify anyone about the failure. This is being setup today. Further failures will be paged out for immediate repair. Renton has also been granted access to the servers to assist with failures in the future. Short version: Administrator error, my bad, won't happen again.
Please re-add rsync5.ca.gentoo.org (206.75.218.53) back into rsync.ca DNS rotation, issue resolved.
