The 2.6 kernel has added wait and interrupt cycle counts to the traditional user, system, nice and idle counts.  In KSysGuard this has the effect of blacking out the CPU Load display when there is a lot of disk activity.  Attached patch resolves this by adding a wait-cycles sensor and correcting the calculation of the CPU load.

Of course this patch should go into KDE itself (and it's been put into their Bugzilla at http://bugs.kde.org/show_bug.cgi?id=69011), but maybe Gentoo could include it already, to give it some testing, and maybe help refine it.

Sorry, but bugs.kde.org is the right place to discuss the patch and ask for its inclusion... we prefer to wait for the kde devs to decide on it.
