When using the webmin-minmal use flag and emerging webmin 1.180, webmin doesn't work.  After attempting to login to the webmin page, you get an 'error - file not found' message.


Reproducible: Always
Steps to Reproduce:
1. Add webmin-minimal use flag to /etc/make.conf
2. Add 'app-admin/webmin ~x86' to package.keywords because it is ~x86
3. emerge webmin
4. /etc/init.d/webmin start
5. direct your browser to https://host:10000
6. login as root
7. no worky (error - file not found)


Actual Results:  
no worky (error - file not found)

Expected Results:  
i expected it to actually bring me to the main webmin interface web page.

If you remove 'webmin-minimal' from use flags and re-emerge webmin, it works fine.

What file is not found?

If you are using firefox, there is no url shown.  It stays as just the original https://hostname:10000 url.  The webpage only shows "Error - File not found"

If you use IE6, the url in the address bar changes to https://hostname:10000/session_login.cgi and the standard ie page not found is shown.

This should be fixed in 1.200
