About time this package stopped being ~arch only.

Try filling the package list then restoring py3.11. It happens on occasion with certain deps as it gets confused.

Arches, go ahead and stabilise as-is - we have already got 2.2.1 in the tree so I shan't bother re-adding py3.11 support to 2.2.0.
