When I use french local (LANG=fr_FR@euro, LANGUAGE=fr_FR@euro, LC_ALL=fr_FR@euro), install-info (when called by emerge 2.0.38) don't regenerate correctly /usr/share/doc/dir file. The file contains only the first commentaries. With standard local (LANG=C, LANGUAGE=C, LC_ALL=C), it's ok.

yes, for all package, when emerge decides to regenerate GNU Info pages index.

The directory is created as expected but the /usr/share/info/dir node is introduced by a german @ Menü (with umlaut), which later isn't recognized as a * Menu: node. I recomment to drop the LANGUAGE setting when creating the info nodes. Most info documentation is and should be in english, so we can savely do LANG="C" install-info ...
Again here.. For root account (or emerge) has to be the LANG and LC_ALL variables unset... I mean in phase of installing packages it HAS TO BE unset!
Status? This bug has past the 12 month mark :)
/usr/share/doc/dir file generation is now correct (with any local, perhaps a emerge "overwrite"), but info pages are no more translated... I think it's a consequence of Roman's answer, so i close this bug. However, i ask myself how to obtain the translations of info pages in this way...
