netwib-5.29 has testing keywords because that is policy (and we would've had vanquirius' head if he did such thing ;p). The only package specifically depending on netwib-5.29 is this one (which prior to now was, of course, not in portage). It is possible, however that it might be broken if a user does emerge -uD world, as it'd install the new netwib while netwox and netwag were still 5.28.0. vanquirius, in the future make sure you bump these 3 packages at the same time (and in the right order of course).
