When emerging PerlIO-via-dynamic-0.11 with dev-perl/File-Temp-0.12 installed I get the following:

updating to dev-perl/File-Temp-0.14 fixes the problem

Reproducible: Always
Steps to Reproduce:
1. emerge --oneshot =dev-perl/File-Temp-0.12
2. emerge --oneshot =dev-perl/PerlIO-via-dynamic-0.11 # results in error
3. emerge --oneshot =dev-perl/File-Temp-0.14
4. emerge --oneshot =dev-perl/PerlIO-via-dynamic-0.11 # emerges successfully

Actual Results:  
Emerging PerlIO-via-dynamic-0.11 with dev-perl/File-Temp-0.12 fails.

Expected Results:  
It should have realized that it had a dependency & upgraded dev-perl/File-Temp
first.
