When unmasked using ~x86 1.3.1-r1 compiles cleanly on amd64 so it should be remasked as ~amd64

Reproducible: Always
Steps to Reproduce:
1. add keyword ~x86 to amd64 system (nocona)
2. add unmask 
3. emerge iptables

Actual Results:  
works after unmasking

Expected Results:  
work without needing to unmask keywords

aliz - hope you didn't mind me adding this revision. It just did a version bump on l7-filter to 1.1 and doco changes from 1.3.1

Also a note when installed the builds help still says its 1.2.11 instead of 1.3.1 even tho thats whats installed

it's already ~amd64
