I follow the installation step from official guide but doesn't work

Reproducible: Always
Steps to Reproduce:
1./usr/afs/bin/fs setacl /afs system:anyuser rl


give this error


fs:'/afs': Function not implemented

if I do

insmod /etc/afs/modload/libafs-2.4.28.o


the error change



/usr/afs/bin/fs setacl /afs system:anyuser rl
fs: Invalid argument; it is possible that /afs is not in AFS.


Actual Results:  
afs doesn't work

If someone can confirm, I'll mark this one as a showstopper. I can't fix it though, I hardly find good OpenAFS documentation online and don't have the resources to test it out myself.

this guide works perfectly with 2.6.x kernel
