Steps to Reproduce:
FEATURES=multilib-strict emerge libxslt
Actual Results:  
It tries to place 64-bit libs in /usr/lib instead of /usr/lib64, and fails due 
to multilib-strict. 

Expected Results:  
It should honor the libdir settings and place 64-bit libs in /usr/lib64.

FIXED in CVS as of version 1.1.13-r1.
