Sounds like a binutils bug. Please reassign to toolchain@ if you reach the same conclusion (can't really look properly rn).

I've been on that version of binutils since at least 2022-07-29 and I tried just recompiling to be sure and couldn't reproduce but there has been weird times where hare wouldn't compile and just relaunching it would then work, could be one of those.  
I got no match for "_bfd_merged_section_offset" in my portage logdir though.
