When I attempt to configure the initial database cluster using the portage script it fails every time.

Reproducible: Always

Steps to Reproduce:
1. emerge postgresql
2. sudo emerge --config dev-db/postgresql:14
Actual Results:

The encoding you selected (UTF8) and the encoding that the
selected locale uses (LATIN1) do not match.  This would lead to
misbehavior in various character string processing functions.

or choose a matching combination.

Expected Results:  
Initial database should have been created without the failure of the the mv steps.

Well, initdb should die on failure rather than continuing on.

There's a bit you're going to have to fix yourself that's not the fault of the ebuild or initdb:

    initdb: error: encoding mismatch
    The encoding you selected (UTF8) and the encoding that the
    selected locale uses (LATIN1) do not match.  This would lead to
    misbehavior in various character string processing functions.
    Rerun initdb and either do not specify an encoding explicitly,
    or choose a matching combination.

So, the issue is you're trying to use UTF8 for the cluster's default encoding, but the locale you have doesn't support that. `locale -a` will show you what locales you've selected and the encodings you've elected for those locales. So, either be more specific with the --locale option, or enable UTF8 encoding on all locales.

I finally fixed the issue but it seems to me that you need to check the postgres initdb program exiting with an error.

It will keep users from getting overwhelmed by the error cascade when the script tries to move the configuration files.
