After getting a working system. I am trying to get xorg on the system and later a desktop enviornment. 
When I issue the command "emerge xorg-drivers", I get...

I will add that I added x11-drivers/nvidia-drivers to the /etc/portage/package.unmask and it still gives the same error

You need to use package.license.
