If the pcmcia USE flag is enabled, bluez-utils installs a startup script: /etc/pcmcia/bluetooth. Besides the error that this script is not set +x, in the script setserial is called.

So, if pcmcia is enabled (and maybe even without it) setserial should be linked into gentoo.
