They should be in /usr/share/services/skimconfiguredialog/skimplugin_scim_qtimm_config.desktop and /usr/share/config.kcfg/qtimm.kcfg. (My system has these files here.) Could you provide the output of `emerge --info` and the version number of Qt (and KDE)?
