provide emerge --info does this still happen with 3.3.6?

Try removing '-fomit-frame-pointer' from CFLAGS, to see if that's what triggers it.

Is this still a problem with the newest stable version of gcc?

Can you re-emerge gcc-3.4.4 with your locale set now? It probably failed because gcc-3.3 was used to compile the stage1 compiler of gcc-3.4.
I'll assume this is fixed now. Reopen if not.
