Spyderous has this and an updated version of liboil in his overlay. It seems to work well for me, perhaps this ebuild can be put in the tree? http://dev.gentoo.org/~spyderous/overlay/
Coincidentally, this package links properly against liboil-0.3, providing a solution to #87401.
The above ebuild tries (and fails) to install a gimp plugin. There seems no USE that will disable this plugin or am I able to fix the install (with the very little knowledge I have) It claims it is unable to write to /usr/lib/gimp/2.0/plugins/swf.
0.3.5 is in portage
