kernel [2.6.11.x] make mandocs fails resulting in no kernel manpages being installed.

I have narrowed it down to this error:

Error(/usr/src/linux-2.6.11.4/include/linux/skbuff.h:936): cannot understand prototype: '#ifndef CONFIG_HAVE_ARCH_DEV_ALLOC_SKB '

and 

Error(/usr/src/linux-2.6.11.4/drivers/video/fbmem.c:1265): cannot understand prototype: 'const char *global_mode_option; '

a quikc google search yield some hits on unmerged patches that claim to fix this.

Steps to Reproduce:
emerge development-sources

or

cd /usr/src/linux && make mandocs
Actual Results:  
fails to build man pages

Expected Results:  
man pages should be built
