I guess the authors expected the doc to be moved to /doc/en/ at release time. Please fix the link attribute, removing the path is enough, just leave the file name. Thanks.

The doc in question is actually deprecated, as we are moving to a new layout. New doc may be found at: http://www.gentoo.org/proj/en/base/amd64/howtos/index.xml the printable link on those definitely works 8-)
