I have installed net-misc/openvpn-1.6.0. I'm trying to follow the howto found here: http://openvpn.net/howto.html#quick However, in the howto it eventually mentions easy-rsa tools which come with the source. These weren't installed by the ebuild, at least that I could find. I copied easy-rsa/* out of the source, so that I could attempt to use them. At one point the howto mentions the use of the tool build-key-server , but that wasn't even in the easy-rsa directory. It would help if the ebuild installed easy-rsa tools, however, even if it did, it doesn't match the howto. Currently I am not able to set up openvpn due to these issues.
That's the openvpn 2.0 howto, and you're using 1.6. I'll be submitting an ebuild for 2.0 if someone else hasn't already, but in the meantime, you really want this howto: http://openvpn.net/1xhowto.html
