I tried to emerge karamba

emerge -pv karamba

Calculating dependencies ...done!

Actual Results:  
arts gets emerged

Expected Results:  
arts shouldn't get instaled

arts is listed as a strict dependency, so this seems normal (see also bug 73075).
Probably it can compile without arts, too, but karamba is currently unmaintained upstream and unmaintained in Gentoo (it's a "no-herd" package), so I doubt someone would want to fix the ebuild.
Probably it should be removed from portage...

No, it doesnt compile without aRts.

I'm using superkaramba now, it emerged fine :)

Am i supposed to close this bug?

removed the configure check for arts in karamba-0.17-r2
