"proj/emacs-openrc" & "proj/emacs-eix"
(https://gitweb.gentoo.org/proj/emacs-openrc 
 & https://gitweb.gentoo.org/proj/emacs-eix) 
and grant access to in to the developers.

CCing Emacs (parent) project, keeping the systematic of existing repositories. That is, "upstream" package hosting should be with the parent project (emacs@), while ebuild maintenance in app-emacs and app-xemacs is done by the specific subprojects.
