I guess that's normal, depending on 'arts' not being in USE.
It does not really depend on arts, the configure script just detects that, i'll attach a patch to fix this dep.

i'm for including this patch at least for us, people not using arts should know what they do
I'm ok for including this patch only for us. If you are going to commit it, please do it also for the splitted kde ebuilds so the monolithic ones and the splitted one will remain coherent.
But what happens to kttsd if it is compiled with neither arts nor gstreamer?

Sorry for the delay. Anyway, I really don't feel like going so much against upstrem, so I'm not committing the patch myself, but anyone interested is free to add it and close this bug.
