i do not know how the whole stabilisation works, but i think for dev-util/bats 1.7 might happen at some point and maybe hppa can already jump on that, being an arch leader even before mainstream things like amd64 make the move
If things are just "a matter of time" i have to point out that dev-util/bats-1.5.0 does not have ~hppa so time did not even start ticking. dev-util/bats-1.6.0 had ~hppa but that ebuild was skipped/removed because it turned out to have issues. That ~hppa was taken into 1.7.0 and time for it only kind of started ticking when that came.
