Will shortly attach the log from the emerge, but there are a serious number of compiler warnings and errors. I suspect that it may have to do with incorrect dependencies. Also, it seems like it is compiling things during the install phase, which probably shouldn't be happen. Reproducible: Always Steps to Reproduce: 1. emerge libpcap 2. watch it fail Actual Results: Fails with errors in attached log file. Expected Results: Emerged libpcap.

I tried emerging again, with no changes, and it seemed to work. I also was searching for libpcap instead of libcap, so this is actually a duplicate of http://bugs.gentoo.org/show_bug.cgi?id=64199 Sorry for the inconvience.
