man iproute: iproute2 13 Dec 2012 man ip: iproute2 20 Dec 2011 etc
The date you see in the man page does not reflect the last update to said man page. The date is hard-coded into the source files, and the upstream developers simply never update it. If you want to see updated dates, please raise the issue upstream.
