I have a plan to translate GLSA into Japanese.
The script I'm writing is;
* to check security RSS feed periodically
* if new GLSA(s) found, send mail with GLSA xml file attached
* translators receive the mail, translate it, send to a list

Where can I find GLSA xml? Since abusing emerge --sync is not appropriate,
/usr/portage/metadata is not an option. I could not find them in CVS.

You can access the XML source by HTTP using "?passthru=1" at the end of the URL:
http://www.gentoo.org/security/en/glsa/glsa-200503-17.xml?passthru=1
