Getting the same error in sys-fs/xfsprogs-3.1.10. (Note: 'progs' not 'dump'.)

Disregard. Total brain glitch. It is in fact xfsdump-3.1.10 where I'm seeing this error.

Patch fixing xfsdump build against xfsprogs-5.18.0

Hello - had the same issue and it's the same as discussed in NixOS issue "xfsdump fails to build against latest xfsprogs" https://github.com/NixOS/nixpkgs/issues/177779 fixed by a patch taken from https://lore.kernel.org/linux-xfs/20220203174540.GT8313@magnolia/ . I attach the patch for convenience.
