Trying from multiple different machines, reaching projects.gentoo.org on an IPv6-only network fails.

Same symptoms as bug 846491, but with a different domain and in a different address range. The sites from that bug are not affected. 

Reproducible: Always

Steps to Reproduce:
1. curl -6 -vL https://projects.gentoo.org

* connect to 2001:470:ea4a:1:67d:7bff:fe10:b943 port 443 failed: Connection timed out
* Failed to connect to projects.gentoo.org port 443: Connection timed out
