Sorry, but GPL-2 does not allow retro-actively changing the license of existing releases, even if that new license is less restrictive. What you're showing here is a CVS commit, meaning that the next release from upstream will be under a new license.
When that time comes, we'll update LICENSE in that new ebuild only, not in the old ones. Closing this bug, it is invalid. Thanks for reporting, though.
