The release notes reads:

hipBLAS code for ROCm 5.1.3 did not change. The library was rebuilt for the updated ROCm 5.1.3 stack.

The new commit https://gitweb.gentoo.org/repo/gentoo.git/commit/?id=dde5dd2ff1162e22474fc87ccf6098943fee0caa relaxes the SLOT dependence.  Using hipBLAS-5.0.2 on hip-5.1.3 is equivalent to hipBLAS-5.1.3.
