this is related to the emacs USE flag. extended emacs functionality was split off into a separate package some time after the last time the gentoo ebuild was updated, so this bug won't be relevant anymore with a version bump.
(all of the warnings/errors in the build log are tied to editors/sc-el which got split off into its own package)
